Who is Nuke Carlile from The Maze and what is their importance?

Nuke Carlile is a retired cattle rancher. He contracted his grazing land from the government until it was turned into a national park. Bitter because of the loss of his land, Nuke bought a gas station in a nearby town. He is also hiding illegally smuggled weapons in Jasper Canyon.
