This idiom is most likely in reference to a mature sexual encounter between a mature man and a fully mature woman. The reference is to mature genitalia. In addition, since the novel is about the exploration of law and colonialism in Africa, this can also be extrapolated to mean that young countries that make it to maturity often end up making strange bedfellows (in other words having to make deals and liaisons with others they might not otherwise befriend).
