Why does Billy accept Grandpa's help but not Papa's?

Billy accepts all of his Grandpa's tricks but when his Papa offers help he always declines. Why is this?

From the text, we can infer that Billy accepts Grandpa's instruction and advice because Grandpa has been supportive since day one. Papa didn't want Billy to get the dogs, and Grandpa never questioned it..... he even helped Billy with the process.
