Who is Pavel Syerov from We the Living and what is their importance?

Kira first sees Pavel Syerov when he's running for a Communist office. He eventually forms a smuggling ring with Leo and Karp, using his position as to detour loads of food through Leo's store. Pavel becomes angry when his share of the money is delayed and proceeds to leave an incriminating note that is discovered by a Communist officer. When they are caught, Pavel is ordered to give up all endeavors outside of his job. He is not given any jail time.
