The speaker in the poem is a government worker speaking on behalf of the deceased. The reader learns that the unknown citizen was a good government worker who conformed to the will of the state, did not question decisions, followed the crowd, lead a life of obedience, and never did anything that caused upsettedness with anyone. We are told that being dutiful and following the government's edicts that the deceased no doubt led a happy and fulfilled life. Of course all of this is told sarcastically to make the illustration.
