How does the author use foreshadowing in Visit to a Small Planet?

In Act II, Kreton summons the President for a discussion, hoping to alleviate Ellen's fears. Unfortunately..... he has unknowingly summoned the President of Paraguay, foreshadowing that things aren't always as they seem. Kreton isn't so smart after all.
