Who is Richard Gaines from Unintended Consequences?

Richard Gaines in a member of the United States House of Representatives. He grew up in St. Louis, and during their years in high school, asked Henry to take his SAT test for him. Henry didn't take the test for Richard, but he did remember the event and use it to garner inside knowledge about the President's task force.
