When the children plan to send a letter to the person who leaves the gifts, they are prevented. How does this happen? Who does it, and why might he do so?

Jem and Scout are prevented from leaving their note when Nathan Radley plugs up the knothole with cement. He likely does this to keep the children from contacting Boo.
