Why is Toad such a reckless and irresponsible character at first?

At first, Toad is such a reckless and irresponsible character because he is the scion and heir of an extremely wealthy family, and has thus come into great wealth. He has no need to work, earn or to be responsible. His flights of fancy and his craze for fads come just as quickly as they go.
