"Toad’s rich, we all know; but he’s not a millionaire. And he’s a hopelessly bad driver, and quite regardless of law and order. Killed or ruined—it’s got to be one of the two things sooner or later."

Toad is one bad driver! That is perhaps why we love him so much. Badger's take on Toad is that he is reckless but the reader also knows this means exciting. This quote also says something about the sheltered lives of Badger and Mole.
