Who is Kurt Vogel from The Unlikely Spy and what is their importance?

Vogel is a German citizen who was originally trained as a lawyer, but realized he could not practice law under Hitler's regime. He turns instead to being a German secret agent and operates a network of spies. Some of his spies are sleepers, sitting in place in foreign countries awaiting activation. Anna is chosen as this type of spy, but before he sends her to England, Vogel sleeps with Anna, and falls in love with her. For a time he considers giving up his wife and children for Anna but at the end he realizes Anna cannot love anyone so he saves his family by sending them to Switzerland as the intelligence network falls apart. Vogel is used as a tool by Canaris and Schellenberger.
