Who is Hooke from The System of the World and what is their importance?

Prior to his death, Hooke was a city surveyor, prophet and sort-of partner to Christopher Wren. He was one of the first to use a clock to determine longitude. Daniel has hopes that is he can find Hooke's notes and test pieces, he will be able to conclude his findings.
