What does Count Olaf use to threaten everyone in the book?

By tool, I assume you are referring to weapon? If so, Count Olaf repeatedly threatens harm with his knife. He threatens to cut off Sunny's toes, to threaten Klaus, and he actually runs the knife along Violet's leg to frighten her.
