Who is Velva from The Mysteries of Pittsburgh and what is their importance?

Velva is the maid in the "weatherwoman's" home. She walks in while Art and Arthur are having sex. Velva screams and runs out of the room. The boys aren't sure if she plans to call the police, but Velva surprises them and goes about her business with no further reaction.
