What did Newt recommend to the other Keepers at the Gathering about Thomas?

Newt believed in the order of law. Although Thomas was a hero because he saved the lives of both Alby and Menlo, he had broken a law. Those who broke laws had to be punished. Thomas’ violation was a serious one; but, it was mitigated by his rescue of Alby and Minho and defeating four Grievers. But, Newt did not want to send a message that following the law was an option. He therefore recommended that Thomas be sentenced to one day in the Slammer. To reward him for his good deeds, it was recommended that Thomas should be given the position of Runner.
