Who is Hugo Reiss from The Man in the High Castle and what is their importance?

Hugo Reiss is the Reich's Consul in San Francisco, whose job consists of keeping track of German citizens in the PSA and keeping the Japanese officials happy. Reiss is contacted by the head of the SD police when it is learned that a German is in the PSA to warn the Japanese about an operation being planned to bomb Japan.
