What is the author's tone in The Man in the High Castle by Philip K. Dick?

Dick uses a nonjudgmental tone. The limited omniscient point of view enables the reader to see the world as well as interpret it through the POV character. There is bias involved but Dick keeps a steady tone and lets the characters determine their own fates.
