Barbara is the head of child welfare. She gives Eve the files to help her find Jane to protect her from Dom. When Fay is killed, Barbara thinks she shouldn't have turned over the files. Barbara takes Jane into custody. When Eve breaks Jane out of the facility, Barbara has Eve up for kidnapping charges.
