Who is Palermo from The High Window and what is their importance?

Palermo is a mobster. He owns the building in which Phillips is found dead and to keep the cops from finding his brother, who is hiding out in the same building, he convinces Hench to make a false confession. Palermo also provides Hench with a lawyer to challenge the confession in court.
