Who is Prince Dutiful from The Golden Fool and what is their importance?

Prince Dutiful is the likely heir to the Farseer throne. He lives in the Buckkeep Castle in the Farseer kingdom with his mother, the Queen. Dutiful is a young boy of only 13-14 years of age. He will not become king-in-waiting until he is 17 years-old. It is not 100 percent sure that he will become king. He has the magical power of Skill, but he must learn to use it properly. Tom teaches him. Dutiful can be stubborn though. He acts immaturely at times; for example, not showing up for his Skill lessons. When he is angry at Tom, he stubbornly refuses to show up to his lessons. He immediately rejects Thick because Thick is unwashed and has mental challenges.
