Who is the antagonist in The Girl Who Owned a City by O.T. Nelson?

Tom Logan is the antagonist in the novel, The Girl Who Owned a City. His gang is responsible for numerous attacks of Lisa's city, and one of his members is responsible for shooting Lisa.... soemthing that makes him angry. Unlike Lisa, Tom is unable to gain authority or respect from those he leads.
