Who is Mr. Flynn from The Dead and the Gone and what is their importance?

Mr. Flynn is the father of Chris' father. When Chris leaves town, his father tells him to tell Alex that if he needs anything, he should contact him. When Alex is desperate, Mr. Flynn makes arrangements for Alex and his sisters to be evacuated from New York. Unfortunately, the quarantine makes the plan impossible. Mr. Flynn is described as compassionate and caring.
