The first point to consider about the novel's setting is that while there is no doubt about its physical setting (England), there is no explicit reference to the time in which it's set. In terms of the former, the relevant point to remember is that England carries with it a history spanning centuries. This makes the breakdown of its society as portrayed here all that more significant and devastating to its inhabitants, perhaps more so than it might be in America, which has a history of only a couple of centuries.
