Who is Hal Draper from The Communist Manifesto and what is their importance?

Hal Draper was the translator for most of the current English-language editions of the Manifesto of the Communist Party. He relied heavily on Moore's 1888 translation, and he only made minor modifications to clarify meaning and bring jargon into alignment with modern usages.
