Who is Edmund Randolph from The Anti-Federalist Papers; and, the Constitutional Convention Debates and what is their importance?

Edmund Randolph was a delegate from Virginia. He refused to sign the Constitution. Randolph supported a strong central government, he believed that the Constitution lacked enough checks and balances. He changed his mind during the Virginia ratifying convention.
