"Brutus" is the author of a series of essays written to the people of New York. It is believed that he is actually Robert Yates, a New York judge and delegate to the Federal Convention. Brutus complained that the national government covered too large a territory to bring about the common good of the people within it, arguing that large territories are tyrannies.
