Who is Madame de Outreville from The American and what is their importance?

Madame de Outreville is a duchess. Newman tries to befriend her and join forces
with her against the Bellegardes. While sitting in her presence, Newman comes to the realization that trying to turn her against the Bellegardes is ridiculous. He also feels as if she is avoiding a personal conversation with him.
