Who is Ronnie from The Acid House and what is their importance?

Ronnie is Brian's closest friend, although ironically, Brian does not like him very much. Ronnie is described as constantly stoned and incoherent. He tends to stumble in and out of scenes, saying very little, staring into space, and falling asleep often. Brian later stands as the best man at Ronnie's wedding.
