Who is Charles Langelet from Suite Franaise and what is their importance?

Charles Langelet is a delicate, sickly man, who is completely and entirely engrossed in his material possessions. He crates up his valuables and carries them in the trunk of his car. He is described as a fancy man, whose windows are decorated in pink and blue. He has delicate hands, has never worked a day in his life, and he lives in a refined, quiet atmosphere of material wealth and avoidance of the real world. When Charles sees a terrible accident on the road, he takes a short cut to avoid it. He also avoids the thousands of people on the road, who are in the same situation as he is..... viewing them as nothing more than riff-raff.
