What is the setting of Stormy Weather by Carl Hiaasen?

The novel is set in Florida, mostly in and around Miami. However, the most important part of the setting in this novel is the hurricane and its aftermath. A hurricane hits the state of Florida in the first few pages of the novel, causing overwhelming devastation around South Florida. It is in the aftermath of this hurricane that the novel takes place.
