Who is Cliff Baxter from Spencerville and what is their importance?

Cliff Baxter is Spencerville's chief of police. He worked hard to get to where he is. and as a result, he comes to believe that it is his right to abuse his power. Cliff uses his power to force women into sexual relationships with him, to take advantage of perks, and to gain information he uses for blackmail. When Gail Porter comes to town, however, she is determined to end this practice.
