Who is Roberto Pepsical from Skin Tight and what is their importance?

Roberto Pepsical is the Dade County Commissioner who is in control of the nine other members of the commission involved in adjusting, at a price, the re-zoning process for Rudy Graveline's Old Cypress Point real estate project. He is also asked by Graveline to bribe the homicide detectives Murdock and Salazar to shoot Mick Stranahan when they arrest him for the murder of his ex-wife, Chloe Simpkins Stranahan. Due to the tawdriness of his first rendezvous with the detectives, he starts to use St. Mary's Catholic church as a meeting place and it is in the confessional that he is killed by a lethal injection from Doctor Graveline who is meant to be delivering the pay-off money.
