Who is Proteus from Selected Poems and what is their importance?

Proteus is Neptune's herdsman. He was an old man and a prophet, famed for his ability to change shapes at will. Borges often uses Proteus as a symbol or metaphor for the changeability of things that nevertheless remain the same. Examples of this are time, memory, and forgetting.
