Although Shane has done nothing intentionally to hurt him mother, his conception, birth and life have all been painful to her. She is probably also feeling a bit guilty about her own cruelty to her innocent son. By telling his mother that she is free, Shane lets his mother know that he holds not grudge against her and no longer wants her to feel the guilt and pain that she felt because of him.
