Frost is referring to the 'hot' and 'cold' in the human psyche (emotional versus rational). Will it end in fire (emotional angst and problems) or will it end in ice(cold unyielding overuse of our resources).

n the poerm Fire and Ice, the fire symbolizes the explosions of our anger. The ice symbolizes our stupidity to kill each other or overuse our resources.
