Why is Duncan Hatcher upset when Judge Cato proclaims a mistrial in the murder trial of Robert Savich in the opening chapter of “Ricochet”?

Detective Sergeant Duncan Hatcher has been after Robert Savich, a dangerous crime lord, for years. Savich has always been able to slip through his fingers but he thought they finally had the goods on him and he would be behind bars for the rest of his life. When the judge proclaims a mistrial, Hatcher knows that his work is not over and that Savich is free to continue his drug trafficking operation and to kill again.
