Who is Tom Moto from Post Office and what is their importance?

Tom Moto is one of Henry's co-workers at the Oakford Postal Station. He is the only one who remains with the Post Office as long as Henry, rising to the rank of supervisor, and sheepishly saying he must feed his wife and four children.
