Who is The Sultan / His Excellency / Abdul-Hamid Pascali's Island and what is their importance?

The Sultan never physically appears in the novel, but he is integral to the plot none-the-less. He, like Pascali, lives in fear of change, as his empire crumbles around him. In the end, the Sultan loses his kingdom when he is overthrown.
