Morality is a difficult issue in Paranormalcy. IIt can be seen as a metaphor of many different things. There are many different kinds of creatures in the story, and they all have different, sometimes conflicting, ideas of morality. IPCA is an agency based on protecting humans. Their morality is simple; anything that is dangerous or harmful to humans is bad. Paranormals do not have the same importance or status as humans, so it is not morally bad to imprison them or do anything that needs doing to stop them from being a threat.
