In the last few lines of the poem, the speaker appears to be able to see the "human forms / suspended over the sea", as a metaphor for where she and her lover are at that moment. The love is present, suspended and undefined, and although death has interrupted their love (redefined it), it continues to remain visible, at least in the speaker's heart and mind.
