Who is Noddy Boffin from Our Mutual Friend and what is their importance?

Noddy Boffin, also known as the Golden Dustman, becomes rich when he is left the Bowers estate, along with his life. He hires Silas Wegg to read to him in an effort to become more educated. He pretends to become more of a miser as the novel progresses; however this is only a ploy to show Bella that money isn't the answer to all problems. Silas Wegg tries to blackmail him with a will showing the Bowers estate should have gone to the government; however, Boffin is able to thwart him.
