Who is Roarke Dallas from Origin in Death and what is their importance?

Roarke is Eve's husband and source of strength and comfort. He has a face that radiates power, framed by thick black hair that he often wears tied back in a ponytail. He has brilliant blue eyes that rest above a full mouth that Eve finds irresistible. His skin is smooth and his body is lean and well muscled. Roarke is of Irish descent. His mother was killed when he was young, and his abusive father took him, hiding him from the rest of the family. He eventually goes to Ireland and meets his mother's sister, Sinead. As Thanksgiving approaches, he takes a huge leap of faith and invites his large Irish family to come for a visit. To his surprise, a great many of them accept. What begins as a nerve wracking idea soon blossoms into a house filled with relatives who are warm, outgoing, friendly and accepting of him and of Eve.
Roarke makes no secret of his past where Eve is concerned. In fact, the similarities are part of the glue that binds them so tightly together, and allows Eve to trust him with her darkest feelings. Roarke spent a great deal of his youth alone, living on the streets, and working his way up in life. Now, he has more resources that the International Security Council, is almost richer than God, and often helps Eve on cases. He is a skilled computer hacker/operator, with access to any and all of the newest programs and applications. He knows his way around most firearms owning an arsenal that includes explosive devices and deterrents. He can bypass most security systems, locks and safes, finding his way into panic rooms, and secure facilities with little difficulty.
