Who is Gillian Gallagher, Joseph Cavan from Only the Good Spy Young and what is their importance?

We don't learn much about these two characters, but their status within the spy community is extremely impotant. Cavan is an agent of dark forces, who was defeated sometime in the distant past by Gallagher, who went on to found the Gallagher Academy.
