How does authorities exert control?

The authorities exert control by keeping the men hungry, punishing them in the extreme for the smallest infractions, and constantly searching the men and their barracks for nonregulation food or clothing items that might be hidden to assist in prison escapes. If anyone is deemed deserving of punishment, solitary confinement and reduced rations are enought to break.... or kill them.
