Who is General S.L.A. Marshall from On Killing and what is their importance?

Grossman makes mention of General S.L.A. Marshall repeatedly in the novel, On Killing. Grossman notes that in earlier wars, those who would fire, and those who would shoot to kill noticed those around them who would not. One of Marshall's many observations is that this has been consistently true in most wars.
