The Peligre Dam is a metaphor for the irony of foreign intervention. Cange farmland used to be nourished by the Artibonte River. The Peligre Dam was designed by the US Army Corps of Engineers to generate power for Haiti. Unfortunately, the dam created a lake where the farmland used to be. The farmers who lived on the land made their livelihoods trading the crops they grew as well as using it to sustain their families. The dam and its resulting reservoir essentially wiped out the agriculture upstream. The dam was not intended to harm anyone, although its construction was not well thought out, and it promised electrical power downstream, although it offered no benefits for those living upstream.
