Who is Tolba Marzuq from Miramar and what is their importance?

Tolba Marzuq is a lodger in Mme. Mariana's Miramar Pension. He is a Jesuit-trained former Undersecretary of State for the Ministry of Mortmain Endowmentsone and one of the deposed King Farouk's henchmen. As such, he is currently an enemy of the now-banned nationalist Wafd. Tolba has a married daughter in Kuwait, and he is suspected of wanting to smuggle money out of Egypt. He shows signs of having suffered a stroke, and he is described as pudgy, dark-skinned, and blue-eyed. Tolba enjoys conversation, and he hates living in the country. Zohra Salama, the maid, dislikes Tolba from their first meeting and causes a scene when called to give him a massage. Afterwards, he claims that she is a wildcat and savage in innocent disguise.
