Who is Mr. Ludloe, Ludlow from Wieland; and Memoirs of Carwin the Biloquist and what is their importance?

Mr. Ludloe (Ludlow) is a mysterious and wealthy man who takes Carwin under his wing in "Memoirs of Carwin the Biloquist". When we first meet him, he is identified as Carwin's enemy. Carwin is accused of stealing from Ludlow, but Carwin protests that the theft and murder charge against him were fabricated. Ludloe seems to have a long reach, and Carwin is fleeing from his vengeance.
