In Act I, Jack Tanner complains about the way people want to keep him the same.... to keep him from changing. Everyone wanted him to remain the harmless boy, and even as he tranformed into a man, people were unable to see it. Tanner notes that the only person who didn't pressure him was his tailor, who measured him regularly, just as if he'd never been there before. As a result, the tailor's task of measuring serves as a metaphor for the essential task of moral measurement. People should put their preconceived notions away in the same way the tailor takes new measurements. Nothing stays the same.
