Who is Jay Grayer from Jack and Jill and what is their importance?

Jay Grayer works for the Secret Service and is assigned to the investigation into the Jack and Jill murders. He is the first person to arrive on the scene after each of the murders and is responsible for verifying all information before the police are called.
